The rates range from 39.8% to 48.1% and are scheduled to remain in force for five years. They replace provisional duties of 45.6% to 50% applied since May.
The Commission says its investigation found that the product entered the European Union at dumped prices and caused injury to producers in Germany, Italy and France. According to the announcement, the EU market for the material is worth around 200 million euros. PET Spunbond is a non-woven fabric made from polyester filaments, sometimes reinforced with glass fibre.
It is used as a carrier for waterproofing products, including roofing materials in construction. The decision is a trade-defence measure rather than a blanket ban on Chinese imports. Importers may continue to buy the product, but the applicable duties affect its landed cost and could influence sourcing decisions.
The European Commission describes the action as a response to pricing practices identified in the investigation. The broader consequences for distributors, builders and consumers are not quantified in the announcement, and should not be assumed.
